I think they’re grass fires because, well… think about it… When the grass catches fire, it doesn’t stop the forest from growing. And then, once they catch fire, they can catch fire on other things, like the trees in the forest. I hope this helps you! =)

I was going with Rainfall, but then I realized that soil structure is what makes grass grow, so I think soil structure is the answer. With enough nutrients in the soil, it will be able to grow (also called growth).
