It is a plastic material and the glue will need to be able to withstand the normal wear and tear of the opening door.
Your best bet is going to be an epoxy.
So here is the best solution. Buy a new shifter, especially if it’s a car from the 90s! Well, because it’s not too difficult to replace it and you can keep the same padlock. If you want to try super glue, it’s a waste of time. The best possible solution that is not expensive is epoxy and a good brand. I bought a junkyard doorknob for $40. I also bought a few different glues and 3poxy just to try it out. I spent $20 on all of this and it was pretty much a waste of time and energy. My last application was an epoxy mix and it seems to work and before I replace it with the new door handle I want to keep it and see how long it will last. Remember, it’s not a question of whether it will break, but how long it will take to break. So before you spend money and days waiting for the glue to dry, just spend more money and fix the problem for good.

What I use is IPS Weld-on #16 Clear Thickened Cement for Acrylic Sheets. It welds plastics together. The repair will be as strong as the original part. I fixed door handles with and plastic mirror boxes. You have to be careful to put this cement where you want it to work and not get sloppy. Anything you cement with becomes a solid piece. there are ways to fix the broken door handle inside, the best way is to use glue gun and heat gun to heat the glue, you can fix the door handle in this way

If the plastic is thermoplastic, any glue that melts it enough to weld the two pieces together will work. If it’s thermoset, nothing you use will be strong enough.

Having “been there, done that”, I can tell you that nothing you try will last very long. Replace the handle.
Honestly I don’t think you will find one that will last, you can try araldite.
