I agree that, as is, the meaning does not make sense (pun intended).
However, you can rearrange the words and get a sentence like this:
“Answer given by no means to general visitors here.”

A man of means is an expression meaning someone who has the ways and means (avenues) to wealth – he is rich
But a bum has no way (no avenue) of wealth
The song says he was king of the road and rich in other ways
so he was a man of means……..in no way.
Roger Miller was a smart songwriter and could really come up with a phrase
It means nothing unless you think of the lyrics of Roger Miller’s “King of the Road”, “I’m a man of means by no means”, which means “I’m not rich at all”.
