answer 3

HOLD-FOREIGN JURIS = hold for foreign jurisdiction. foreign meaning another state, county, city or town. meaning they had a warrant outside the area they live in and were stopped by a traffic cop and then more often stopped by the warrant. or arrested on another charge elsewhere, such as another state or county or even the home county. when arrested they do a 50 check to see if you have any outstanding charges or warrants. If so, they will stop and arrest you. until the other state or county catches you to serve time under the indictment. the state or county does not show up after a certain number of days to pick you up.

answer 4

Well, first you need to know what language it is because it doesn’t sound entirely English. I tried to find the definition on Dictionary.com, but nothing came up. If I knew the language, I could translate. However, it seems there is a foreign issue that has never been resolved.
