Ok, it worked for x-com Enemy unknown, but how to use it to change the base values of this DLC?

I wanted to get in touch and double confirm: Resource Hacker really works. I modified my Defaultgamecore.ini today and used Resource Hacker to force load the game. It worked like clockwork. Note that I still needed to run the game first in order to get all the original vanilla config files. With that done, I hung up the phone for home, turned off auto-update on Steam, and logged out. Then I made my changes in XCOM and will only play it offline, just in case.
But it works. Which seems like very good news for bigger mods.
EDIT: you can use this: https://github.com/fperks/xcom-mod-helper
is a tool that allows you to edit the ini file.
